Honorable  Sir: 

We  wish  tp^submit  the  Forty-Fourth  Annual  Report 
of  the  Alberta  Tiquor  Control  Board  covering  the  opera¬ 
tions  for  the  year  ending  March  31st,  1968. 

Net  profit  from  sales  of  liquor  and  beer  amounted 
to  $37,904,563,  an  increase  of  $4,620,764  over  the 
previous  year  due  largely  to  higher  volume  of  sales. 


DISTILLERY,  BREWERY  AND  WINERY  LICENCES 

One  distillery,  six  breweries  and  two  wineries  were 
licensed.  Products  of  the  distillery,  the  wineries  and 
breweries  were  subjected  to  both  regular  and  spot  ana¬ 
lyses  and  a  high  standard  of  quality  was  maintained. 


HOTELS 

BEVERAGE  ROOM  AND  BEER 
VENDORS’  LICENCES 

As  at  March  31st,  1967,  there  were  433  licensed 
hotels  in  operation.  During  the  year  1967-1968,  one 
hotel  formerly  licensed  received  new  licences  following 
renovation  of  the  premises  and  one  hotel  converted  one 
of  their  dining  rooms  to  a  special  beer  room  receiving 
beverage  room  and  beer  vendors’  licences. 

The  licences  of  the  Coleman  Hotel,  Coleman,  were 
surrendered  and  not  replaced  during  the  licence  year. 
The  licences  of  the  Yale  Hotel,  Edmonton,  and  the  St. 
Regis  Hotel,  Edmonton,  were  surrendered,  both  hotels 
having  terminated  operations  due  to  urban  redevelop¬ 
ment.

The  following  hotels  were  destroyed  by  fire  and  not 
rebuilt  during  the  year: 

Kitscoty  Hotel,  Kitscoty 
Commercial  Hotel,  Beilis 
Donald  Hotel,  Grande  Prairie 
El  Rancho  Motor  Hotel,  Lethbridge 
Acadia  Hotel,  Acadia  Valley 


A  total  of  427  licensed  hotels  were  in  operation 
as  at  March  31st,  1968. 


Hotels  sold  during  the  year  numbered  62  com¬ 
pared  to  49  during  the  previous  year. 


As  a  result  of  minor  infractions  of  the  Acts  and 
Regulations,  or  failure  by  the  licensee  to  comply  with 
the  required  standards  of  operation,  letters  of  warning 
were  sent  to  21  licensees. 


A  total  of  32  hearings  were  held  in  respect  to  viola¬ 
tions  of  the  provisions  of  The  Liquor  Control  Act,  The 
Liquor  Licensing  Act  and  The  Regulations.  These  re¬ 
sulted  in  warnings  or  severe  reprimands  being  issued 
in  17  cases  and  suspensions  for  varying  periods  of  bever¬ 
age  room  licences  and  beer  vendors’  licences  in  15 
hotels:

One  hotel  was  abandoned  by  the  licensee  and  li¬ 
cences  suspended  but  later  reinstated  in  the  name  of 
the  licensee’s  wife  following  a  board  hearing.  In  all  cases 
where  disciplinary  action  in  respect  to  licences  was  being 
considered,  owners  or  operators  were  advised  in  writing 
and  were  given  an  opportunity  to  appear  before  the 
board  to  discuss  details  of  infractions  and  to  make  repre¬ 
sentations,  either  personally  or  through  counsel,  prior 
to  decisions  being  reached  by  the  board.

In  furthering  its  policy  of  maintaining  and  improv¬ 
ing  the  generally  high  standard  of  accommodation  and 
service  in  licensed  hotels  throughout  the  province,  the 
board  received  the  fullest  co-operation  of  the  Alberta 
Hotel  Association  and  its  officers.  A  representative  of 
the  Association  attended  all  hearings  of  the  board 
where  licences  of  members  were  involved. 


DINING  LOUNGE  AND  LOUNGE  LICENCES  IN 
HOTELS  LICENSED  FOR  THE  SALE  OF  BEER 

This  year  one  additional  dining  lounge  licence  was 
issued  with  respect  to  new  dining  lounge  premises  in 
a  hotel  and  one  hotel  formerly  licensed  received  dining 
lounge  and  lounge  licenses  following  renovation  of  the 
premises  and  purchase  of  the  hotel  by  new  owners.  This 
makes  a  total  of  60  dining  lounge  licences  and  55  lounge 
licences  operative  in  licensed  hotels  compared  to  58 
dining  lounges  and  54  lounges  in  the  previous  year. 

Entertainment  authorizations  in  conjunction  with 
26  of  the  above  noted  dining  lounge  licences  were  is¬ 
sued  this  year  compared  to  25  in  the  previous  year. 


DINING  LOUNGE  AND  LOUNGE  LICENCES 
(OTHER  THAN  IN  LICENSED  HOTELS) 

As  at  March  31st,  1967,  there  were  66  dining 
lounges  and  49  lounges  in  operation.  During  the  year, 
six  additional  dining  lounge  and  one  additional  lounge 
licences  were  issued  for  new  premises.  Two  airlines  re¬ 
ceived  dining  lounge  licences.  One  establishment  having 
dining  lounge  and  lounge  premises  was  destroyed  by 
fire  and  not  replaced.  Having  terminated  its  operations 
due  to  urban  redevelopment,  the  Shasta  Restaurant,  Ed¬ 
monton,  surrendered  its  dining  lounge  and  lounge  li¬ 
cences. 

A  total  of  72  dining  lounges  and  48  lounges  were 
operative  as  at  March  31st,  1968. 

Entertainment  authorizations  in  conjunction  with  29 
of  the  above  noted  dining  lounge  licences  were  issued 
this  year  compared  to  25  in  the  previous  year. 


SUSPENSIONS 

There  were  no  suspensions  of  dining  lounge  or 
lounge  licences  during  the  year.

Two  additional  club  beer  licences  and  one  additional 
club  liquor  licence  were  issued.  Having  terminated  its 
operations  due  to  urban  redevelopment  the  Edmonton 
Club,  Edmonton,  surrendered  its  club  beer  and  club 
liquor  licences. 

There  were  no  suspensions  of  club  licences  during 
the  licence  year. 


CANTEENS 

Thirty-one  canteen  beer  licences  were  issued  com¬ 
pared  to  twenty-seven  licences  for  the  previous  year. 

Thirty-nine  canteen  liquor  licences  were  issued  com¬ 
pared  to  thirty-five  licences  for  the  previous  year. 

Canteens  and  messes  operate  under  the  direct  con¬ 
trol  of  the  Commanding  Officer  of  the  various  branches 
of  the  Armed  Forces  of  Canada. 

Details  of  all  licences  issued  will  be  found  in  Ap¬ 
pendix  “A”. 


LAW  ENFORCEMENT 

The  board  wishes  to  express  sincere  appreciation 
to  the  officers  and  men  of  the  R.C.M.P.  and  to  the  City 
and  Municipal  Police  throughout  the  province  for  their 
efficient  co-operation  in  enforcing  the  provisions  of  The 
Liquor  Control  Act  and  The  Liquor  Licensing  Act. 

The  officials  and  staff  of  the  Department  of  the 
Attorney  General  provided  valuable  assistance  and  guid¬ 
ance  during  the  past  year,  which  the  board  acknowl¬ 
edges  with  gratitude.

GENERAL 

A  total  of  312  Interdictions  was  placed  during  the 
year  compared  to  262  in  the  previous  year.  The  number 
of  Interdictions  in  force  at  the  end  of  the  year  was  943 
compared  to  927  at  the  end  of  the  previous  year. 

Payments  by  the  board  to  the  Government  of  Can¬ 
ada  during  the  fiscal  year  for  Customs  and  Excise  Duties 
and  sales  taxes  amounted  to  $19,248,702,  an  increase 
of  $984,298. 

In  addition  to  the  above,  sales  tax  and  gallonage 
tax  paid  directly  to  the  Government  of  Canada  by  Al¬ 
berta  breweries  amounted  to  $11,672,369. 

The  cash  value  of  sales  to  licensees  are  recorded 
in  the  table  below:  (For  comparison,  the  previous  year's 
figures  are  shown  in  brackets.)

I  have  audited  the  books  and  records  of  the  Alberta  Liquor  Control 
Board  for  the  year  ended  March  31,  1968. 

Physical  inventories  of  liquor,  beer,  containers,  etc.,  were  taken  at 
March  31,  1968,  by  officials  of  the  Board.  Quantities  were  certified  by 
respective  warehouse  and  store  managers. 

Stocks  were  priced  at  cost  landed  in  bond  or  duty  paid  cost  in  ware¬ 
houses.  The  cost  of  transferring  stock  from  warehouses  to  stores  was 
not  included  in  the  inventory  valuation. 

Inventories  included  goods  on  consignment  amounting  to  $854,314.81, 
the  corresponding  liability  being  included  with  accounts  payable  in  the 
Balance  Sheet. 

The  appropriation  of  profits  for  capital  account  and  reserve  fund  as 
provided  by  Section  25  of  The  Liquor  Control  Act  amounted  to  $9,951,530.60 
as  at  March  31,  1968,  after  providing  $10,000.00  from  the  net  income  of 
the  year  and  charging  thereto  $214,454.92  representing  loss  on  disposal 
of  capital  assets. 

The  following  items  are  not  reflected  in  the  Balance  Sheet  of  the 
Alberta  Liquor  Control  Board: 

(A)  A  contingent  liability  in  respect  of  non-contributory  pensions 
which  may  be  awarded  upon  employees  reaching  retirement  age 
and  in  respect  of  contributions  under  The  Public  Service  Pension 
Act  for  employees’  first  year  service. 

(B)  Commitments  in  respect  of  uncompleted  building  contracts  in  the 
amount  of  $69,709.13. 

(C)  A  contingent  receivable  of  $82,217.27  representing  increased  pay¬ 
ments  to  the  Government  of  Canada  in  respect  of  duty  and  sales 
tax  applied  on  the  basis  of  a  tariff  which  is  subject  to  ratification 
by  the  Parliament  of  Canada. 

Subject  to  the  foregoing,  I  certify  that,  in  my  opinion,  the  above 
Balance  Sheet  is  properly  drawn  up  so  as  to  show  the  true  financial 
position  of  the  Alberta  Liquor  Control  Board  as  at  March  31,  1968,  ac¬ 
cording  to  the  information  and  explanations  given  to  me  and  as  shown 
by  the  books  of  the  Board  and  the  accompanying  Statement  of  Profit  and 
Loss  correctly  sets  forth  the  result  of  operations  for  the  year  ended  at 
that  date.
